Shanghai has unveiled an ambitious 1 billion yuan (US$139 million) subsidy program specifically targeting its artificial intelligence industry. This significant investment is part of the metropolis’s broader strategy to establish itself as a world-class AI ecosystem, in direct competition with other major Chinese cities that are also heavily investing in AI development. The subsidy package is designed to alleviate costs for burgeoning AI startups and facilitate the adoption of AI solutions by local businesses across various sectors. This comprehensive financial commitment aims to accelerate Shanghai’s position at the forefront of AI innovation within China and globally.

Strategic Allocation of AI Subsidies

The Shanghai subsidy program is meticulously structured to address critical cost barriers for AI development. A substantial portion, 600 million yuan, is allocated to subsidizing computing power, recognizing it as a primary bottleneck for AI startups. An additional 300 million yuan is earmarked for providing discounts on third-party AI models, making advanced AI technologies more accessible. Furthermore, 100 million yuan is designated to help companies procure essential data collections or corpuses required for training new AI models.

The program also offers supplementary subsidies, ranging from 10% to 100% of the contract value, for renting, purchasing, or constructing computing facilities, AI models, and datasets, ensuring a comprehensive support system.

Direct Cost Reduction Strategy for Tangible Results

According to Pan Helin, a prominent member of an expert committee under China’s Ministry of Industry and Information Technology, this plan is strategically designed to directly lower companies’ operational costs. Such a direct cost-reduction strategy is anticipated to yield tangible and impactful results in significantly boosting Shanghai’s local AI industry. Pan Helin emphasized that one of Shanghai’s inherent advantages in AI development lies in its robust funding capabilities. By addressing the financial burden, Shanghai aims to enhance its competitiveness and foster a more vibrant AI ecosystem, attracting and retaining key players in the industry.

Shanghai’s Competitive Edge and Urban Challenges

Shanghai has historically been an attractive destination for entrepreneurs in China, largely due to its expansive financial sector and a distinct global outlook. However, the city faces a significant challenge in its high operating costs, including soaring office rents and daily expenses. These elevated costs can often deter new AI startups, prompting them to consider more economically viable cities such as nearby Hangzhou.

The aggressive subsidy program is therefore a strategic response to mitigate this disadvantage, allowing Shanghai to leverage its financial strength while simultaneously making itself more appealing to cost-sensitive startups, thereby reinforcing its competitive edge in the national AI landscape.

Fierce Competition Among Chinese Megacities for AI Dominance

The competition within China’s AI industry is exceptionally fierce, with numerous cities actively vying to establish themselves as leading players. Shanghai’s generous subsidy initiative is not an isolated effort; cities like Hangzhou, Shenzhen, Chengdu, and Beijing have already implemented or are in the process of introducing similar substantial support measures to attract AI companies. Hangzhou, in particular, has emerged as a rising star in China’s technology sector, having nurtured several well-known startups, including the AI player DeepSeek. Last year, the Hangzhou government alone announced plans to distribute 250 million yuan in computing power subsidies as part of its comprehensive AI industry support policy, highlighting the intensity of this inter-city rivalry.

Attracting Top AI Talent with Significant Incentives

To further solidify its position as a global AI hub, Shanghai is strategically focusing on attracting leading AI talent. The city plans to offer substantial subsidies of up to 500 million yuan to new AI research institutions that choose to establish their presence within Shanghai. This significant funding is guaranteed for a period of three to five years, providing stability and encouragement for cutting-edge research.

Additionally, outstanding local enterprises will receive targeted talent incentives and housing subsidies. These measures are designed to significantly reduce labor costs for companies and make Shanghai a more attractive place for top-tier AI professionals to live and work, fostering a robust talent pipeline for the industry.

Global AI Rivalry Highlighted at WAIC 2025

Shanghai’s comprehensive AI support package was unveiled during the eighth edition of the city’s flagship AI conference, the World Artificial Intelligence Conference (WAIC), which took place from Saturday to Monday. This timing underscored the global significance of AI, which has become a source of intense competition between the United States and China. Just days prior, on July 23, the White House released its own AI Action Plan, with U.S. President Donald Trump emphasizing a national policy to “do whatever it takes to lead the world in artificial intelligence.”

In response, China, during WAIC, released its own action plan on global AI governance, advocating for international cooperation in technology development and regulation. Premier Li Qiang articulated China’s vision, stating that partnership could prevent AI from becoming an “exclusive game” accessible only to a select few, emphasizing inclusivity in AI development.
