The Philippines and Iran Hold Second Round of Talks in Tehran

TEHRAN — The Second Philippines–Iran Political Consultations took place in Tehran, Iran, on November 11, 2025. This event further solidified the 60-year diplomatic relationship shared by the two countries. Undersecretary for Migration Affairs Leo M. Herrera-Lim and Deputy Minister for Political Affairs Majid Takht Ravanchi, each heading their own delegations, co-chaired the meeting.

Both parties reiterated their dedication to bolstering their relationship, a bond that began on January 12, 1964. They also explored fresh avenues for collaboration in key areas, all aimed at fostering shared prosperity and regional security.

Focus on Political and Economic Cooperation

The delegates at the conference took stock of the present state of political and economic cooperation. They underscored the ongoing partnership in trade, investment, and energy. The two nations highlighted the importance of broadening their economic collaborations. They specifically pointed to agriculture, technology, and infrastructure as key areas for growth, all aimed at fostering more equitable development.

Iran and the Philippines have also signaled their desire to strengthen government-to-government interactions. They are also keen on encouraging private sector involvement in collaborative projects aimed at fostering sustainable development.

Fostering Inter-Sectoral Cooperation

The meetings paved the way for collaborative efforts across several sectors. These included science and technology, agriculture and food security, diplomatic training, and tourism. Both parties recognized the significance of sharing information and fostering innovation to tackle worldwide issues, including climate change, food security, and public health.

Further conversations explored collaboration in culture, media, and sports. Suggestions included collaborative cultural exhibitions, exchange programs, and sporting events, all aimed at fostering understanding and strengthening connections between people.

Discussion on Regional and Global Issues

The two teams also discussed regional and international events, reiterating their mutual commitment to fostering peace, security, and stability across Asia and the Middle East.

The two countries emphasized, once again, the significance of conversation, working together with others, and using diplomacy to tackle worldwide problems. They signaled their willingness to work together within global bodies like the United Nations and the Non-Aligned Movement. Both have, over the years, championed principles of equity and respect for country sovereignty.

Philippine Delegation and Embassy Officials

Undersecretary Herrera-Lim was accompanied by Assistant Secretary Germinia V. Aguilar-Usudan, Director Maurice A. Tiempo, and representatives from the Philippine Embassy in Tehran, with Ambassador Roberto G. Manalo at the helm. The team emphasized the Philippines’ dedication to strengthening relationships with allies in the Middle East and Africa.

Their involvement also solidified Manila’s commitment to bolstering the welfare and protection systems for overseas Filipino workers (OFWs) throughout the region, a shared priority for both governments.

Building on Previous Consultations

The initial round of political consultations between the Philippines and Iran occurred in Manila on November 21, 2023. Ma. Theresa Lazaro and Ali Bagheri, who have since ascended to the position of Foreign Minister in their respective nations, co-chaired the meeting. Both parties recognized that the regularity of these encounters provides a good basis for further diplomatic talks and practical collaboration.

The officials concurred: these talks provide a strategic space. It’s where they can gauge their advancement, pinpoint fresh avenues for joint efforts, and cultivate enduring alliances. All of this is geared toward common development objectives.

Next Meeting Set for Manila in 2026

The Philippine delegation wrapped up the discussions by suggesting that the next round of deliberations take place in Manila sometime next year. The plan was met with approval from both sides, who voiced hope that further discussions would deepen their mutual understanding. They believed this would ultimately foster peace and prosperity for both areas.

The Department of Foreign Affairs (DFA) highlighted that the recent meeting underscored the Philippines’ long-standing relationship with Iran. It also reiterated the country’s dedication to positive interactions with other nations, grounded in mutual respect and a shared vision of growth.
