US Customs Preclearance Streamlines Global Travel for Air Passengers
WASHINGTON — November 6, 2025 — The U.S. Customs and Border Protection (CBP) agency has reaffirmed its commitment to enhancing passenger convenience through the Customs Preclearance Program, a system allowing international travelers to complete U.S. immigration and customs inspections before departure. This initiative, hailed by frequent fliers as a “travel game changer,” continues to expand across major global airports.
Simplifying Entry for Millions of Travelers
Customs preclearance enables passengers flying to the United States to undergo full customs, immigration, and agricultural inspections in their departure country rather than upon arrival. Once cleared, travelers are treated as domestic arrivals, bypassing lengthy lines and entry procedures at U.S. airports.
According to CBP data, over 22 million travelers passed through preclearance facilities in 2024, representing 16% of all inbound air passengers. The system currently operates in more than a dozen international airports, including Toronto Pearson, Dublin, Abu Dhabi, and Nassau, and continues to expand.
“This process transforms the arrival experience,” said Professor Sheldon Jacobson of the University of Illinois’ Grainger College of Engineering. “Once travelers clear customs abroad, they effectively enter the U.S. the moment they board their plane. It’s efficient, secure, and traveler-friendly.”

The program plays a crucial role in managing congestion at busy entry points such as John F. Kennedy International (JFK) and Los Angeles International (LAX). By moving inspection processes overseas, preclearance helps reduce wait times, improve passenger flow, and enhance airport security operations.
Frequent traveler Zach Wichter, columnist for USA Today, praised the system for its convenience. “Even with Global Entry, nothing beats clearing customs before boarding,” he said. “Landing and walking straight out of the airport feels like skipping an entire layer of travel fatigue.”

How the Preclearance Process Works
At designated airports, passengers proceed through U.S. customs and immigration checkpoints staffed by American officers before boarding their U.S.-bound flights. Travelers present their passports, complete declaration forms, and undergo standard security checks.
Once cleared, the flight is treated as domestic upon arrival, allowing passengers to collect baggage immediately and proceed to ground transportation without additional screening. The process typically shortens arrival times by 30 to 60 minutes, depending on the airport.

Additionally, preclearance facilities enhance national security by identifying potential risks before flights depart for the United States. This early screening aligns with CBP’s layered defense strategy, which combines data analysis, technology, and international partnerships to safeguard borders.
Looking Ahead: Expansion and Innovation
CBP officials plan to expand the program further across Europe, Asia, and Latin America in the coming years. Discussions are underway with major hubs in the Middle East and Oceania, where growing U.S. travel demand has prompted renewed interest in preclearance facilities.
The next generation of preclearance systems may also incorporate biometric verification and AI-driven screening tools to further expedite processing times while maintaining high security standards.
